The answer could easily be: Because it complies with the definition of an irrational number in that although real, it cannot be exactly expressed as a ratio of two integers.
However, if you already knew that and are in fact looking for something a bit deeper then you could try saying so in your question.
Alternatively, you could have meant: How do we know that pi is an irrational number?
The answer to this question would be the proof that pi is irrational. One simple version of that can be found here.
